The 41-year was detained on suspicion of driving while under the influence of alcohol.
Emergency services were called to Ilsham Marine Drive on Monday at 5.20pm.
Paramedics climbed down to get the female driver out of her vehicle.
She was initially taken to hospital and then arrested.
