Councillor: "most of the successful levelling up bids went to the south east"

The government’s refusal to back Torbay’s Levelling Up bid has been labelled “disappointing” by one of its councillors, but they say they remain determined to improve their local economy.

Torbay had asked for £20 million to expand Brixham’s fishing market and build an electronics and photonics production facility at Torbay Business Park.

The council claims both projects would have created more than 200 new jobs and raked in £56 million for the local economy.

Having failed to win a share of Westminster cash at the first attempt, Torbay’s efforts were again thwarted in the second round.

Having been encouraged to try again, Cllr Mike Morey (Independent, Furzeham with Summercombe) is annoyed that government’s decision.

“We saw it as a kick in the teeth to the fishing industry and the local economy to be honest,” he said. “We’re continuing to look at either alternative sources of income or a resubmission in the third round. That’s the discussion that’s taking place at the minute.

“It appears that most of the successful Levelling Up bids went to the south east, which was a bit concerning.”

He says Torbay has been given absolutely no reasons as to why its bid failed.

Cllr Swithin Long (Liberal Democrat, Barton with Watcombe) is more optimistic, suggesting the council might go in for a third bite at the cherry.

“Despite the disappointing news, the council remains committed to investing in the local economy,” said Cllr Long.

“Our Torbay Economic Growth Strategy for 2022 to 2030 has been approved and outlines a clear vision and ambitious strategy for how we can achieve greater economic conditions for the region.

“We have requested feedback from government officials and are reviewing the next steps which may include a bid into round three of the Levelling Up Fund.”

Torbay’s MP Kevin Foster has been contacted for a comment.
