Six Devon and Cornwall police officers and staff are to face misconduct proceedings in connection with the death of a man after he'd been held in custody in Exeter.
Thomas Orchard, who suffered from schizophrenia, was arrested in the city centre and detained at Heavitree Road police station in 2012.
He later collapsed and was taken to hospital where he died.
Last year a sergeant and two detention officers were cleared of manslaughter charges relating to the way he had been restrained.
But the Independent Office for Police Conduct has told the force to bring disciplinary hearings for gross misconduct against them, along with three constables who were also involved in the incident.
