Devon county council says it's had 'a mountain' of responses to its consultation on the future of libraries.
In view of funding cuts and changing library use, the council has proposed keeping 22 libraries open in main towns, and transferring the smaller branches over to community volunteers.
The council has received more than five thousand returned questionnaires, and a thousand people have turned up to public meetings.
The feedback from the consultation will be included in a report going before councillors in October.
