It's emerged that the county council is planning to cut its support for 28 of Devon's smaller libraries.
It hopes they'll be taken over by volunteers.
The council says it will help with book buying and management support, but the libraries will have to be run by their local communities.
Those affected include Pinhoe and St Thomas in Exeter, along with Topsham, Ottery St Mary and Colyton.
