East Devon District Council's plans to move from Knowle in Sidmouth to a new building at Skypark may not be going ahead.
Next week councillors will be considering a recommendation to use more space at Exmouth Town Hall and retain the existing premises at Heathpark near Honiton.
The Honiton/Exmouth combination will cut energy costs alone in half.
Councillors who opposed the Skypark move are accusing the decision-makers of mismanaging the whole project and wasting taxpayers' money.
