    Council defends £125 penalty for dropping cigarette end

    A local council's standing by its zero tolerance policy on littering - which has seen a smoker made to pay a hundred and 25 pounds in fines and costs for dropping a cigarette end.


    Mid Devon district council took the woman to court after she declined the offer to pay an on-the-spot fixed penalty.

    The council's head of environmental services, Paul Williams, says it may sound a heavy-handed response.. but local people feel very strongly about litter, and the council also has to pay to clear up rubbish dropped on the streets.
