Devon and Cornwall's Police and Crime Commissioner is considering fining people who need to be taken into custody because they're drunk.
His office estimate that an overnight stay in the cells costs police around 250 pounds on average.
Tony Hogg wants to find ways of making problem drinkers bear more of the responsibility for the damage they cause and the cost to the taxpayer.
