An Exeter project is being used by the Government to promote its Neighbourhood Plan scheme.
The St James Forum was one of the first groups in the country to use the scheme, which enables communities to influence new developments in their area.
The St James' neighbourhood plan included regenerating Queen's Crescent Gardens, building sustainable homes and improving allotments.
