The opposition Liberal Democrats on Devon county council say a special meeting hasn't solved the problem of secrecy in the authority.
Yesterday councillors decided to press ahead with their cuts programme to save millions of pounds. They're intending to close old people's homes and cut youth services.
But Conservative Leader, John Hart, says they are being open.
