Douglas Hellier Laing appeared via video link at Exeter Crown Court.
The 67-year old from Chudleigh denied attempted murder but admitted a wounding with intent.
The plea was accepted by the court and he due's to be sentenced on December 15th.
Cllr Hellier Laing's been suspended from the Conservative Party.
