Exeter City football club's plans to redevelop its ground have been put on hold - after opposition to the proposal to build student flats nearby to finance the upgrade.
The objection by local residents means a Government minister may step in to decide whether to give the student accommodation planning permission.
It's already been approved by the city council, but the Secretary of State could over-ride that decision.
The flats are needed to pay for a much-needed replacement grandstand at St James Park and other improvements to facilities.
